Limit reviewer options in the performance evaluation survey

When the Coach is done the survey, they have the option to forward the survey to someone else however, they should not be able to choose from the entire user list. This is an accident waiting to happen. Is there a way we can set this up so we can define what Coach see in this dropdown?
