There should be a way to easily track metrics on either a monthly, quarterly or annual basis. But the system should be designed to capture the information correctly, based on how the metric's frequency.
I think there are 2 big aspects to improving metrics:
1 - tie thresholds to the frequency (if a metric is measured quarterly, the thresholds should stick to the values within that quarter only...so when the thresholds are updated throughout the year, the current thresholds don't affect previous quarter's values/colors)
2 - tie metrics to performance periods (right now the performance report will reflect the most recent metric value...so if you measure a metric monthly, it will score you on December's value rather than considering the entire year.)
Basically, it would be awesome if the system could recognize 1) the metric's frequency and 2) the performance period--and know that if the metric is measured quarterly, that the 4 values entered within the performance period (assuming the perf period = full calendar year) are automatically added or averaged to reflect the overall performance for the year, relative to the specific metric.
