Ability to Respond to Comments

In some instances, it would be helpful to be able to respond to a comment. As an example--someone may add a comment to a project page and another team member may have a helpful response to it. It would be nice if there was an option to respond directly to the comment, rather than creating a new one.

And obviously the intended notification updates would help make this feature be effective!
