Add filters to Resource Ulitization (by Project) Report

(This report displays all project hours per individual for a department where the projects do not yet have an actual end date.)

It would be nice to have the option to filter by project status. Displaying only projects with a Current status would be very helpful for our CU. There is an existing feature request that's similar.

Also it would be useful to see the hours for each project during a specified period of time.
