Metric transfer

I was told that there would be an update to Connections around March or April where Metrics can roll up from sub departments to main departments or organizations so you won't have to enter duplicate information.  Is this a function in the current version to Connections and if so how is it done?  Also, was there a recent upgrade or tweak to 4.0 because my department dialogues and other modules look different and I cannot paste into my dialogues.
