Official Completed Status

I suggest that we have an "official" completed status for Projects that is automatically assigned when the Actual End Date/Completed date is entered.  This could be accomplished through marking a status as the official completed status in Site Administration and then only assigning it when a Project is giving an End Date.  This will maintain better "Completed" reporting understanding and allow users to compare between projects that are marked Completed and those that actually have the date.
