CSM Threshold Min, Meet, Exceed Order

The CSM threshold colors on the department or org page appear as follows: Below Min, Min, Meets and Exceed.  When you open the metric in full page view, the color thresholds appear in the reverse order: Exceeds, Meets, Minimum, Below Minimum.  These two should be consistent to alleviate confusion and errors.
