Allow Sites to Create New Project Team Roles

Allow sites to create new Project team roles beyond just sponsor, consultant, member, and leader.

Originally from ticket #2634.

Are we able to add a new project role on our own? We would like to have an owner role. This role will be used in addition to the sponsor role.

There is currently no way to add project roles. I will promote this ticket to a Feature Request for consideration for future releases.
