Project Resource Utilization Report - Completed Projects

Originally from ticket #2765.

It would be great if we could have Completed Projects added to the Project Utilization report. Like they are in the Resource Utilization (By Task) report.

A lot of Department Managers want to know how many projects their employees have completed throughout the year.
