Make the Description field on a project a mandatory field.

,Our CEO depends on the All Project Report to see all projects across the board, what they are about and where they stand.  If folks forget to fill out the Project Description , he has no idea what the General Intent of the project is. It would be great to make this field mandatory when a user puts in a new project.   Even if the project is in the queue, you should have some idea of the intent of your project.
