Assign Basic Role Tasks

Originally from ticket #3269.  

I have a manager that would like to assign basic role tasks to her employees. She would like to be able to assign the tasks from her own individual page. This way she could track the tasks and each employee would have specific tasks assigned to them. If the basic role task could mirror follow up task from a dialog that would be great. We just need to be able to build a basic role task and assign it to another employee just like we would follow up tasks.
