Updated Date on Lists Direct/Indirect Updates via API

Originally from ticket #3282.

Currently the updated date column is only updated when the item is directly updated. There is no way to check when the record was last updated if the update was indirect. For example if you move a task up a rank only the task that you moved will have any record in the updated date field. The task that was indirectly updated will not have its date changed.

It would be nice to have a column to display the last time that the task was updated both directly and indirectly.
