View Personal Goal measures in a drop down list.

Currently you have to open the edit screen in the personal goals module of an Individual to see the measures that need to be completed. It would be nice if this module functioned the same as Individual commitments. This would mean adding the ability for them to drop down and display the measures under the goals like the commitments drop down to show their measures.
