View and compare Metrics by Year

Originally from ticket #3100.  

It would be nice to be able to view Metric values by year. Currently some users are using the Minimum, Meets, and Exceeds as Year columns. Using it this way means they are limited to the last 3 years and are not able to add new years without losing old data.

  These metric snapshots would be able to display metric data for specific timeframes. Possibly by period or other defined time ranges. Options could include average, sum, most recent, first or median values for the specified timeframe(s).
