Add a template for Accountabilities and Scope.

Originally from ticket #3208.

It would be nice to have a basic template (scope, accountabilities and basic role) for the front line positions such as Teller, Sr. Teller, FSR, etc. 

There are templates for the Basic Role but not the Scope or Accountabilities. Which can be found here Excel Templates
