Never Delete a User – Update Instead (Outdated)
If you delete a User, you cannot add them back with the same User name. A User name cannot ever be used again, once it has been deleted. If you need to make a change, update the current user name.
This is outdated information. It is currently possible to "undelete" a user. However, you are still not allowed to have duplicate user names in Connections Online, even if one user is deleted. In order to fix this you will have to update the user name.

Connections Online now fully supports deleting users. When you delete a user the system will automatically change the user name and make it available in the system for reuse. When you restore a user their user name will revert back to what it was before it was deleted. However, if there has been a user created with that user name the name will be considered in use and the restored account will need its user name manually changed.
