Changes to the performance review process

Currently, after an individual (player) completes their performance survey and it is passed to their coach, the coach can then pass it along to another person for review. That person does not have any place in Connections Online to add comments to their review and instead have been told to send comments through email. After completing a review, the reviewer is then required to either pass the survey along to another reviewer or send it back to the coach as approved.

Suggested changes:

1. Instead of relying on email comments, add a comment box for the reviewer. Comments would then be shared only with the coach.
2. Instead of having each reviewer decide whether to pass the survey along to another reviewer or to approve the survey, the coach will own the process and send the survey to each reviewer for comment. The reviewer will then mark it as approved or not and send that back to the coach along with their optional comment.
3. If the survey answers are changed by the coach or player during the review process, all approvals will need to be done again.
4. Once all reviewers have approved the survey, the coach will send the survey back to the player for final, permanent record approval.
