(API) Employee Task Swap Enhancement

It would be nice if the employee task swap could choose from anyone on the site to take the place of the current individual on the project.

This would add them to the project first, in the same role as the person that they are replacing...or perhaps as a consultant and their role can be changed later?

The list of people to take over the project tasks could also begin with people on the project and then list everyone else on the site alphabetically.
